AutoVue and MicroStation Cell Libraries

since AutoVue is an Oracle product , have you tried contacting their support avenues ?

Yes, unfortunately, Oracle folks don't know they own it. But really, they have no one there that has any knowledge of the product.

Although this may not be the ideal solution:
Have you considered saving your .cell library to .dwg file format and in the Save As>Options, General Tab, Advanced section, set:
Non-Default Design Models to Create Separate Files

If needed, also set:
Create Separate Files for Sheets

Upon saving you will end up with a set of .dwg files each containing just one cell.
You can now import each of those files individually.

This as you said is not the ideal situation, but I was able to export the cells. AutoVue is crashing when trying to import 200 dwgs files, so it looks like I'll have to do it in batches. Don't know if it completely worked, but I'm further ahead.
