To create a Graphic cell with only one snap point (kind of like a Point cell), you can do the following:

(V7) After creating the graphics for the cell, change the elements so that they're NonSnappable. This can be done via Edg or from the Element Information dialog. Then place a snappable construction point at your origin and create the cell. Works like a charm!  Thanks to Al Brisendine for submitting this tip!

(V8)  As above, but eliminate placing a construction point to define the cell origin. Instead, create the graphics directly in a design model with Can be placed as a cell enabled.  When created this way, the origin of the cell (at location XY=0,0) is automatically snappable when placed in your design.
