I have elevation labels for things like ditch bottoms and PGL's. I want a PGL elevation to read PGL EL. 12.34 and a ditch bottom to read EL. 12.34.
When I use the labeler and us PGL EL. or EL. as my prefix, I can get that space by adding a space after EL. in the Prefix window. I make sure I save everything. If I close this window and reload my .xlp, the spaces are gone and I have to reinsert them after all of my elevation labels. I thought maybe the offset box would do something, but nothing seems to be changing as I change that number/
Is there a better way to get that space and make sure it stays so i dont have to redo this every time?

This sounds like something that needs to be reported to Bentley. Some sort of "data cleanup" function must be stripping the trailing spaces. The first thing that I would try as a workaround is to use ASCII Character Codes to insert a non printing character instead of a space. Just a hunch but it may work.
Looks like the data cleanup takes care of the space ASCII code too. The code is Alt+32, which does insert a space and shows in my label. But the same thing happens when I close the labeler and reopen; spaces are gone. I also tried Alt+0160 from the Character Map in Windows and that did not even insert a space. It shows it inserting a space in the dialogue, but no space appears when drawing labels.

Try Alt+255 - that's the non-breaking space character. If the .xlp file is XML, it might retain Alt+255, vs Alt+32.
