Use ADTT for γ_LL for legal loads

Setting the “γ_LL Strength I & II” = 0.000 provides Inventory and Operating γ_LL values = 1.75 (Inventory) and 1.35 (Operating) for all vehicles regardless of ADTT.  It appears that LARS will only modify the γ_LL factors based on ADTT when the “Posting rating” is run. 

When the Customization value – LRFR γ_LL for Strength I is non-zero, LARS Bridge will use the Customization value – LRFR γ_LL for Strength I legal loads.  When the Customization value – LRFR γ_LL for Strength I is equal to zero, LARS Bridge will compute γ_LL for Strength I based on the ADTT input on the General Member Information dialog.
