What it sounds like you are describing was recently addressed and is currently undergoing testing to make sure it has been resolved -- something should be available shortly.

Problems with locked Versions in Bentley Facilities Planner

With Fraport Bentley Facilities Planner Projects we sometimes have Problems with locked versions. The "Version maintenance" at the consistency check - Tool is not very helpful. Pending versions can not be unlocked with "Force Commit Version".

BFP Version 8.9.3.16, ProjectWise 8.9.3.78, Microstation 8.9.3.66

Who knows more about this problem?
