Now layer is published but it doesn't show up in Microstation. Only infamous crossed "old camera picture" is shown which doesn't give any clues what is wrong. Same issue on other test server I tried. Also log files are not of much use because it reports that an XML exception was sent to request but MS doesn't show it anywhere.
A number of things that could possibly help
Does it work if you test it in the server?
Can you display / publish for example the Whistler map example in MicroStation?
Could you test the WMS in MicroStation with iDPR layers (in the server and in the client)
If you open the .xwms is the URL correct?

Other service publishing works only issue with tDPR. Just tested creating new iDRP. Attaching tDPR it creates correct xWMS file but it doesn't work if I zoom to tDPR zoom level as for testing created two layers, one iDPR for overview and other for tDPR, only tDPR gives error.
I am able to generate the tDPR layer with your data and display it in MicroStation but I see problems. The performance seems slow and regularly the data isn’t displayed anymore, some moments seems fine but in others it doesn’t display (the red camera show up) and then it is shown again.
At this point it is preferable I contact you offline, I also have some doubts about the data that I would like to discuss with you.

Defect 76150 has been filed to investigate this issue: There are performance and display issues using tDPR layers through a WMS service
