Usually making comparisons at storage tanks is a good place to start.

If the tank level in the model is responding to changes more slowly than the SCADA data, the first place I would check is the size of the storage tank. The model may be larger than the actual.

If that doesn't explain what's happening, you may need to investigate the diurnal demand pattern.
