stormcad layout tools do not show in the dgn.

Question

StormCAD 08.11.02.75 Microstation 08.11.07.443 --- StormCAD opens the dgn OK but when I go to Tools > Layout > any entry the element does not show and does not draw into the dgn. The Project appears to be set up as needed. This is the 1st time using StormCAD. Any suggestions? thanks Bob

The problem was with the original drawing files used when opening StormCAD. I recreated the SEED file and, when using it as the base DGN, then referencing in the original drawing, everything works as expected. 
 I sent the old seed file to Bentley for analysis.
