What is 'Description (in Controls tool)' be used for? why do we use it? what does it do except showing the controls as symbols which does not seem to be very important. Photo attached.

Here is the description from the help documentation:
Description—This area of the dialog box is preset with a default description. There is an option to change the default description. To do so, click the check box to activate the description field, and enter your description in the text box. Additionally, the description field supports the following expandable masks:
%# ID
%e Element
%a Attribute
%o Operator
%v Value
%u Unit
Note: Click the description list box to select one of the predefined masks.
Aside from reducing the amount of data input, using these masks provides the additional benefit of automatically updating the corresponding information when changes are made to the various condition components.
What the description field actually is allow you to change the "Summary:" field below it.

Thank you very much but I knew what 'Description' is. I meant 'Description' is not very necessary and can be deleted from Control tabs. Which problem may be occurred in the absence of 'Description'?

It sounds like you're talking about this description:
If that is the case I actually use that often if I want to copy and paste exactly what a certain control does for someone else. You can also, click the define description box to the left of the description and rename the control however you like, which some people may find makes controls a little easier to follow or understand. I hope that answers your question.
The ‘Description’ you showed is useful as you mentioned. But I talk about ‘Description’ under ‘Conditions’ tab (as attached photo shows). What do you think about this? What is it good for?
This 'description' area that you're referring to let's you customize the way the description of the control looks in the description area in the blue box.
You can also see my post above for the definition of the description if that helps. This is useful because it allows you change the format of the default description if you don't like the way that it looks. It might help us if you could share some information about the project you're working on so we can understand how you'd like to use this feature.
