Darwin Scheduler for "minimise energy use" results are within constraints but has penalty applied

Is it perhaps a rounding issue? It appears as though the minimum simulated level doesn't go below the minimum allowed, but you are only seeing the results to two decimal places. Try right-clicking on the one of the column headers that displays level, then click Units and Formatting and set the display precision to, say, 5.
