Thanks for sending the model.
Your booster pump is not able to increase the hydraulic grade because it appears to be oriented backwards. Currently the downstream pipe is set to "110 mm PEAD (Polyline)-176" (pointing north). There are some reservoirs in that direction, but there is no water source on the suction side; there are only pipes and junctons upstream of the pump, with no path to a water source.
So, because the pump has no water source on the upstream side, water flows in reverse from the reservoirs R-1 and R-3. If you look at the bypass pipe "110 mm PEAD (Polyline)-179", you will see 300 L/s flow in reverse. The pump only adds a tiny amount of head, equal to the headloss in the bypass pipe:
So, this leads me to believe that the "downstream pipe" setting of the pump may need to be reversed, so that it points south, toward pipe "110 mm PEAD (Polyline)-175". If you click "downstream pipe" in the pump properties and choose "reverse", then set the "has check valve?" option to "True" in the bypass pipe, the pump will have a water source on the upstream side (R-1 and R-3) and will supply flow to the demands in the east section of the system. See below screenshot:
As a side note, based on the names of your pipes, I'm guessing you imported the model from a CAD file. You may want to look at some of the network navigator tools to check for connectivity problems in the model. Related resources:
