I am having trouble trying to access the user preferences. Normally when I open microstation a window pops up and in the lower right hand corner there are three drop down boxes user/ project and I cant remember the third. Anyways, these drop down boxes are completely missing from my window. Is there a way to add these back on?

If you close down MicroStation and try to reopen it again, options: user, project and interface should be available for you.
Are you sure you are not trying to get these options once you are already working on a file by accessing File menu\Open, if so these options were never available from there, as you have already set the user, interface and project from the main File Open dialog the first time.
if this is not the case, Could you please explain how are you launching MicroStation? directly from the default icon on your desktop or using any command line at the end of target in your shortcut ?

Other thing we should check is in case you are opening MicroStation Powerdraft instead of MicroStation ->Setting: Enter into Untitled Design is turned on from Workspace\Preferences, if so you will not get these options available. Turn off this setting and close Powerdraft and reopen it again the options should be available after that

Here is a screen shot of how my microstation files. Notice that for some reason my .dgn file appears as an Adobe file (which when tried to open which cannot be open with adobe) This hasn't been an issue before and it still showed the user/ project/ interface.

You may just have to delete your upf file and let mstn rebuild a new one then reset up way you want your screen pallet layout.and .. annoying but only takes 5 mins...
there is an easy way in microstation to search for the upf location path.. I dont remember how but you can search here with find upf or just use windows explorer to find it but it may be in a hidden folder personally I just use explorer...with find and userloginname.upf... ( I disable hide folders and system files and show all extensions as a matter of course on every pc I use)..
