Problem

Is it possible to create a new dgn file from windows' "New" context
menu?

Solution

You can add the "Bentley Microstation Design" entry to Windows' "New"
context menu (right click in any folder in windows explorer) by running
the "setseed.exe" application, which is delivered with Microstation and
located in its installation folder.

"setseed.exe" lets you decide which seed file to use and the add DGN to
the aforementioned menu.

Some configurations will require a reboot for the DGN entry to show up in the
"New" context menu.
