Problem

Save to V7 and working units change
V8 Working units are Survey Feet/Survey Feet. Save to V7 and Working
Units change to Meters/Meters

Solution

V8 Advanced section Resolution was set to 1000 per Meter. Change Resolution unit to match working units and V7 file will have the correct Master/Sub units.
