Solution

The syntax for this keyin is:

rf=C:\FolderName\FileName.dgn,ModelName,LogicalName,Description,SavedView,
ReferenceScale <CR>

You can omit some or all of the parameters except the first one (file path/name). For example:

C:\FolderName\FileName.dgn
nothing else is needed. Once the keyin is used the reference will be attached.
