Problem

Getting ssvagent.exe prompt opening file. User opens DGN file and when file is loaded Windows user access control (UAC) prompted for Oracle ssvagent.exe helper need. User cannot select anything in MicroStation no menus, toolbars or elements.

Solution

MicroStation is actual holding while the registration attempts to open Internet Explorer.
The ssvagent.exe is a IE add-on that is provided by Oracle when loading another program.

This add-on must be disabled so that Internet Explorer can be loaded:

Option #1 Disable UAC control by turning to the minimum

OR
Option #2 Disable the ssvagent.exe add-on:
1. Go to Internet Explorer>Options>Manage add-ons
2. Find Oracle ssvagent.exe helper
3. Disable the helper
4. Close IE
Now when registration screen comes up after opening a file the add-in is not invoked
