Problem

Double clicking file from windows explorer causes error message (an empty file with a level library .dgnlib attached). When double clicking in Windows Explorer to open the file, you get the error message: "Unable to load/create dialog item of type 'IconPopup', id=-54803 from dialog "MGDSHOOK" .

Recreated the file, from a file that will open with the Explorer, deleted all elements and the same error message occurs. The same file can be opened with MicroStation manager

Solution

Issue seems to be network related. Only happens when Mapped to a certain drive. File will open if copied locally.
