When you left-click the mouse button on a View`s Title Bar it should bring that view to the front of others and make it the active view, however it has been discovered that in some cases the view is not brought to the front
- You can switch between window views by using the "View Toggles"
- Drag the view window a little, it does bring background view (and it becomes active)
3. For Windows 7 and Windows 8.1 use key-in WINDOW BOTTOM: it will move the bottom window on the front. User could create a function key like F1 to re-call this command: pressing F1 the windows will go to the back one after the other. (Thanks to Ron Jones)

On the 22nd September Microsoft has release the following Hotfix https://support.microsoft.com/en-us/kb/3185278 which resolves MicroStation J and V8 2004 Edition
