Does the program check special seismic provisions for coupling beams?

Yes, provided the Ram Concrete Shear wall Design Criteria is set with Structural Wall Category = "Special Reinforced Concrete Structural Wall".

Why is the coupling beam shear demand, Vu, so large?

ACI 318 Section 21.5.4.1 requires the coupling beam to be designed for Ve which is determined from "consideration of statical forces on the beam between the faces of the joints". Where seismic provisions are considered, the program will calculate this design shear force, and if it is larger than the load combination shear forces that is what will appear in the View/Update dialog and in the summary report. The summary report will then include a reference to both sections 11.4.7.9 and 21.5.4 (21.9.7.4(a) can also control).

Does the program design Diagonal Reinforcement?

Yes, starting with version 14.05 the program will design diagonal reinforcement in the coupling beams. The Criteria - Coupling Beams - Diagonal Reinforcing tab can be used to set bar sizes and more. As noted at the bottom of that window, "diagonal reinforcing is provided only when required by code".
