Unable to create files using the "Create File" option in the FDOT ribbon bar in SS4

When using the "Create File" option in the FDOT ribbon bar in SS4, I am unable to create the file.  It consistently tells me that the output folder must be a sub-folder to the project folder, which the output folder is. Any ideas?
