SelectServer Database Setup Error: Cannot write to the registry key

We migrated a copy of our database to a newer server. When we try to connect, we get the error: "Cannot write to the registry key." We weren't sure if the error was on the application or the database server, so I tried connecting with a domain service account with admin privileges to the application server and the same error popped up. Our database admin is willing to give the account privileges to write to the registry of the database server, but before we put the changes into production, he wants to understand what the registry changes are.
