Your first visit to the Portal requires you to accept the end user agreement. The agreement services uses port 8443, which is a non-standard port for most. I suggest that you contact your internal IT department and ask them to open port 8443, and to also whitelist *.Bentley.com as you may need access to other Bentley sites while using the CONNECTION client and Cloud Services Portal.
