I have a question along those same lines.
We've been checking out V8 licenses for years without any problems. Recently we upgraded Select Server to the latest version and now there's a problem. When users try to check out a license from V8 they get a list of all the products we have in our ELS. Well, they actually only see the first 80 products so they can't get to MicroStation.
Previously, we created a "checkout.inf" file that described the products and terms. I noticed on our server that this file was renamed with a .old extension. I renamed it back to an inf file and re-started the service but it didn't make a difference. Does Select Server still use this file and if so, why isn't it seeing it? How do we control that checkout list?

MS V8 is limitied on the number of applications which it can list in the License Checkout Utility. If you do not specify what applications will be available using the Checkout Restrictions page in SSXM admin all applications will be available for checkout.
That did it!
Specifically, I had to go into "Checkout Restrictions". It showed a list of all products and stated that if none were checked then they were all available. I checked the 3 applications I needed and it worked. I didn't even have to re-start Select Server. It might be a good thing to mention on that page that there is a limit of products that will show in the list within MicroStation. I think it's 80.
The only hassle is that for some unexplained reason, Bentley insists on splitting our licenses into 15 or 20 different sites. I don't know if I had to, but I went into each one and made the same selections.
I've asked for this for 10 years now, but if all those sites could be rolled into one....
