Number of CONNECTION Passports in OpenAccess

Hi, 
 one from my customers asked me about using Bentley Map Mobile. I can help him with technical issues, but I am not quite sure licensing and cost. 
 I know Bentley Map Mobile is licensed through CONNECTIONS Passport, so it's bound to named users. In a licenses list he see "unlimited" at all lines (a company has Open Access contract) and he is not sure whether it means "unlimited free for any user" or "unlimited, will be charged based on real usage". His department has fixed budget and the mandatory requirement is that mobile viewer cannot end with any extra expenses.

 After consulting internally, I learned I was mistaken about the passports. Passports are not owned as I originally thought. My apologies for the confusion! Instead, passports are always utilized and billed later. This was the case even with ProjectWise Passports in the past. MicroStation licenses included passport licenses to provide access, but they were billed later when used. 
 To determine the number of passports currently utilized in a specified time period, a user with access to the SELECTserver administration site can generate a Passport Cumulative Usage report. This is done by selecting from the Reports drop-down menu: Passport Usage Reports -> Cumulative Usage Report 
 The user's fulfillment document provided at contract renewal will show the number of passports billed for the previous year. To maintain the budgeted amount, use this number of passports or less.
