It seems some users must be logged into the connection client to use their Bentley application. I don't need to (I am a channel partner), but two customers had to. Even if they have a checked out license.
But what if they don't have an internet connection, since it appears that in order to login to the connection client one needs an internet connection? If this is the case, then users in the middle of the desert or offshore can't use their Bentley application.

If the internet is down the user will go into disconnected mode until they reconnect. How long depends on the application and version. For CONNECT Editions they must connect within 7 days of the disconnect.
The user has checked out a license. They say if they are not on the internet they can't use the software. Can you imagine a circumstance where this would happen?
Which Bentley product is failing to activate? Other than Bentley View V8i SS4 and possibly ProjectWise Explorer Client, other products should function with a checked out license as long as the license is encoded with a version number expected by the product.
