I will discuss the first point with some of my colleagues to see what needs to be done to get the new MicroStation version number added.
Regarding big reports for "Connection Advisor" - issues with both CONNECTION Center and CONNECT Advisor can be posted on the Cloud and Web Services Forum.

Hello Robert, I can confirm that the issue with Update 11 not showing up in the Service Request manager is a known issue that we are looking into.
