Usage Alerting Service is Unavailable

Recently we regularly run into the following problem:

We encounter a very slow start-up of the CONNECT Licensing applications MicroStation and Bentley View. Users have to wait for about 2 minutes !! before the message as shown above appears.
What can be the cause of this?

                  Thank you for your interest in this. Please find attached copies of the e-mails that went back and forth in response to my previous Service Request.  I also attach images from my account log in that shows that I have alerting activated and my Select Details. Just to recap, the problem, such as it is, is that when I start my workstation, the Connection Client will sometimes launch straight away but other times it asks for my e-mail address and password. If I have to do this it almost never connects straight away and just sits there buffering. I have to abort, exit the CC then wait for it to reappear. It again asks me for my e-mail and password and this time connects immediately. When I start Microstation the Usage Alerting Unavailable box always appears. I acknowledge it and carry on.
                  I purchased my workstation on 8th February last year to replace my ageing PC. Whilst I was configuring Microstation on my new workstation so it was the same as my on old PC, I had them both running MS at the same time for a while. I did not give it a thought that I was exceeding my licence entitlement and there was no over usage alert. I ended up with an 800 UK Pounds bill from Bentley that I was most unhappy about. My Account Manager tried to have the bill rescinded but I still had to pay it. Of course I will not have two workstations running together in the future, but it does show that the Alerting Service was more than of academic interest to me,

                  One thing I did not mention in my previous message is that I am running Bitdefender Total Security if that has ant bearing on the issue. If there is any other info that would help please let me know,

    When it comes to usage alerting service unavailable message, I would kindly ask you to tick the checkbox below Offline Usage sign (see attached).
    Once done, please let me know if the message is still showing up.

  • Thanks for the information.  Can you please direct message me the results? Also, please include your Ultimate ID (or the old SR number) so I can be sure I have you looked up properly. I will have this reviewed and get another SR created for this issue.

  • Thank you for getting back to me Glenn. I am in the UK and I work alone so I have just the one licence for Microstation which I recently renewed. I did raise a ticket on this last year and with one of the updates to the Connection Client the problem seemed to resolve itself but it reappeared after a time. I always keep the CC updated. I have a CAD workstation running Windows 10 Pro on a 200MB direct broadband ethernet connection. I have a VPN but I activate it only for my Wi-fi connected laptop. I don't of course run MS on that!! Please find attached a screenshot of the health check result that I ran this morning (UK time!!) 4th February. As I say it is no big deal but it would be nice if it could be resolved.
