I have 1 licence for MicroStation and experiencing very small overuse times, I understand the licencing terms for overuse and don't mind paying for what I use, but when you overuse for a couple of hours in a 3 month period, Bentley charges for 3 months use. This might be ok for large organisations but for those of us that only have 1 or 2 licences it is a very large amount.
What are your thoughts on pushing Bentley for pro-rata costing for companies with only a few licences?
I have another question, if Allowed Offline is set to NO and Alerting Setting is set to Alert, does that work as designed to warn a user that all licences are in use, and if the user proceedes, an overuse charge will apply. Is it reliable, or is there another method of avoiding overuse available, apart from the obvious ones which are not practical.

ConnectionClient 10.00.17.10 is available. MicroStation offline usage seems to be fixed.

I have to say in these situations (that are not rare unfortunately), I am always curious if in Bentley exists Quality Control (and Quality Management in general). I am "with Bentley" more than 25 years and never in history there have been so many "core functionality bugs" left in released versions and identified regressions.
To ensure products will be able to work offline is one from core funtions, so I would expect it will be tested (automatically of course, because it's high priority repeated test) for every build and found defect will be treated as critical.

This has been confirmed as a bug in 10.00.16.09 and 10.00.16.10. An announcement has just been posted regarding the issue. Please downgrade to CONNECTION Client 10.00.15.12 as a workaround until a new version of CONNECTION Client can be released. The announcement gives instructions for obtaining this installer.
I logged a service ticket two days ago, and have confirmed with Bentley that they have replicated the issue and are working with development to resolve it. They did not confirm necessarily that it was a bug and not operating as designed, but the general surprised reaction that we've gotten so far would indicate to me that it is an unexpected bug.
