Unused Checked-Out License

Hi,

My company would like to utilize the Subscription Entitlement Service (SES) to avoid additional charge due to term license of overusage. However, some of our machines are not compatible with v.22 system requirements hence couldn't perform the update.

We are thinking of utilizing checkout license to manage the usage from users that are not able to use the latest version of STAAD Pro.

Case:

Consider 2 nos of available license.

User A check out a license from his own machine, but did not open the program (just to reserve one license from the pool for User B).
User B (using old version of STAAD) is running the program in his machine for the duration of User A Checked Out period.
User C is using the latest version of STAAD, hence he runs the program directly as it is compatible with the SES.

Under such scenario, since user A checked out a license but never run the program, will I be charged for a usage of 3 licenses (A,B,C) or just (B and C)?
