User is receiving multiple emails when resetting their password or deleting their account.User Management

We're trying to reset the password for a user.  When clicking on Reset Password multiple emails are being sent to the user.  The last password reset that was initiated the user received 17 emails.  The user tried every security code that was sent and none of them worked.  I tried deleting the user and then re-added them.  The user received 14 emails and every passcode they received gave them an error validating the security code.
