This announcement came out asking the same question but does not fully answer what it is and more specifically, what it does. I'm also not getting why it isn't activated. Is it something that always has to be activated if you want it or is it a bug?

The Recommendation Engine is free license is intended for all SELECT sites and will be utilized for tracking usage of the service once enabled. Did you followed the steps given in this wiki?
