New User Verification Email Not Arriving

I registered a new user to User Management at Bentley.com and cannot get the verification code email to arrive in the new users email account. I allowed no-reply@bentley.com to my domain's exchange allow list, and still do not receive the emails. However, password reset and verification emails arrive to emails and accounts that had been previously registered on Bentley.com. It just does not send reset emails to new accounts. I checked Exchange Mail Flow and I do not see any messages that have been blocked, sent to spam, or quarantined. The New User Verification Email never reaches my Exchange server. Again, it is not my exchange server blocking Bentley as I receive password and verification emails for current users.
