No, There hasn't been for years. You may be able to get that functionality from a third-party license management software, but not from Bentley.

UGH! I really hate this overage system.

I have 3 Autodesk programs and they all have a home license. Can you imagine overage fees with Bentley If I was using 3 Bentley programs

If you are using the Subscription Entitlement Service (CONNECT Licensing) version of MicroStation, you could set the machine count to 1 and any time another person opened MicroStation they would get an alert.
