The error indicates a problem starting the Bentley Licensing Service, a component that works with CONNECTION Client to activate products using our Subscription Entitlement Service. As a troubleshooting step, please upgrade CONNECTION Client to the latest version since this will reinstall the Bentley Licensing Service. Then open CONNECTION Client, and select "Health Check" from the drop-down menu in the upper left. Do all tests pass now?

Health Check up does not pass fully.
Also to note -
User was having Connection client version 11.00.03.40 and we downgraded to version 11.00.2.20 and ran health check and it passed.
