It there a limit on the number of users that can be assigned with “Download” role? I know at my last employer, there were several of us that had that capability however my new employer is stating that there is a max limit of 2 that can have Download Role privileges. I there are limits on the number of Admin Roles (e.g., Fulfillment Contact, Account Admin, or Co-Admin) but it was my understanding roles could be asiigned to standard users by one of the admins.

If there were more than 10 Fulfilment Contacts listed during the migration from the previous User Management System (before August 22, 2020), all of those existing contacts will be listed as Fulfilment Contacts. If there are currently less than 10 listed, the limit will be 10. See: Managing Fulfillment Contacts.
I don't think there is a limit as per a number of Account Admins, Co-Admins, or any other role, and they are assigned by an Account Admin or a Co-Admin. Note, that Co-Admin cannot assign or manage Account Admin role.
