When launching any Bentley application, I need to open Task Manager and end task on the Bentley.Licensing.Service.exe for the System User name to allow the application to get a license. They open, but they wont' completely open until the Bentley.Licensing.Service.exe task is ended. The "username" Bentley.Licensing.Service.exe doesn't need ended.
I've tried uninstall and reinstall the Connection Client. I've also cleaned out data from the following locations after the uninstall and rebooted prior to reinstall.
Any ideas?

I can sign into Connection Client and able to get to Connected Projects in https://connect.bentley.com/; however, when I try to open the Bentley Licensing Tool, it hangs and prompts some errors that it can't refresh. If end task on the Bentley.Licensing.Service.exe for the System User name it will open the Licensing Tools and shows my Entitlements as CONNECTION Client and ProjectWise Explorer Client, Checkout License (Nothing Showing), and Product Status as CONNECTION Client version 11.00.04.15, OK; and ProjectWise Explorer Client, 10.00.03.453, OK.
It responds the same as the other applications requiring the end task.
