It appears that an optional update caused Bentley to use 100% of a user's CPU. Fixed by uninstalling and avoiding that optional update. However, a new update, KB5013942, is not optional and appears to contain the same things from the optional update that caused Bentley to brick computers.
This seems like a MASSIVE issue. I think the update just came out yesterday or today but it has the potential to leave every computer on our network crippled if our users unsuspectingly install this Windows update. Is Bentley working on a solution to this? Seems huge. The issue isn't Windows updates. They aren't going to revise their updates to be compatible with Bentley Connect Client. I'm assuming the client will need to be repaired.

May 23 Update: Several of the users we've worked with have reported that they are using SofTrack software metering. Integrity Software has announced "We have discovered that Microsoft's recent Windows 10 update "KB5011831" is causing some applications (both 32 and 64bit) to not fully startup and instead use high amounts of CPU time." and that they have a fix available. If you are experiencing this issue and are using this 3rd party software, please try applying their fix.

I uninstalled the SofTrack agent, and installed KB5011381 / KB5013942. I am now able to run the CONNECTION Client. I am also able to use other products that were seemingly broken by KB5011381 / KB5013942.
This will take some work to remedy... still better than even one accidental Term License use though...
