After I finished the 3 steps in Account recovery, it always say "The system was unable to reset the password. Please contact a site administrator for assistance"

It seems your trying to self-register your Gmail ID. I request you to get in touch with your organization's administrator who suggested you to log in. You need to ask them to register your login ID first at user management, once the registration is done you will get a verification code.Regards,
