I found out today that my organization has a number of users who are still using MicroStation SS4.I have read through this website in an attempt to establish what Bentley plans for the future of SS licensed products.
I know that SS is in the "sunsetting phase" but I have no idea how long it will take for the sun to actually set, and SS to no longer be available.
Some of the users have mentioned incompatibility between SS4 and SS10. I am in the process of attempting to troubleshoot with them to see what (if any) obstacles stand in the way of the upgrade.In the meantime, it might be useful if there were an updated timeline I could share.

Any incompatibility between SS4 and SS10 are going to be user interface related and should not be a "show stopper". I would recommend you update everyone to SS10. I'm guessing Bentley will continue to "support" that for quite a while as a lot of folks are not going with Connect due to the huge amount of bugs.
EDIT- If you're using add-ons, what I call application software, in addition to ustation, my statement may be inaccurate.

I know during FDOT projects switch from SS4 to SS10, their Geopak templates used for cross sections broke when attempting those workflows in SS10. So there seemed to be some deeper changes to SS10 (paths?). It could be that FDOT switched internal support almost entirely to ORD (2019) around the same time as that transition, so likely on them for not changing how their resources loaded for each aspect of Geopak.

These users said that it was for a specific project with Colorado DOT, so there could be something similar. That particular project is nearing completion (or so we hope), so at that point we can probably complete the SS10 migration.

In such case there should be lic files sent out as otherwise users won't be able to reactivate their licenses. Perpetual licenses can't sunset. In worst case they will be locked to computer names.
CDOT is ending use of SS4 as soon as all projects designed in it finish. We have ORD 10.8 and 10.10 in use and will be continuing up in versions as practical. We won't use SS10.
