It sounds like to me that you are using a feature or loading a workspace that is loading the Bentley Map functionality. Try setting the workspace to default and see if the problem remains.

Thanks you so much for your quick respond. I am just IT assistant and i am the new one here, so  i don't know about Microstation at all. if you don't mind could you let show me the instruction how to setting the workspace to default please? and after we make to default setting, it's not cause the problem with Bentley?

The computer's user just said, she doesn't use Bentely Map.

Startup MicroStation, After the splash screen you will be presented file open dialog. Set the user to untitled, project to untitled and the interface to default.
