In such cases, I recommend &lt;a href="http://communities.bentley.com/products/licensing/w/licensing__wiki/generating-a-license-debug-log.aspx" target="_blank"&gt;generating a license debug log&lt;/a&gt;. With error logging enabled, attempt to activate the product. Then open the log file and do a search for &amp;quot;-15008&amp;quot;. If this code is found, SELECTserver may be utilizing some old cached data. Restarting Internet Information Services (IIS) on the server should correct the problem. A system administrator can accomplish this by executing the following command from a command prompt on the server:&lt;/p&gt;
