Phil C directed me in another thread to have a look at the post by JBenoit http://communities.bentley.com/products/licensing/f/275813/p/94262/276243.aspx#276243
regarding under usage. The post states:
Bentley. Please could you respond to this query.
Stuart, I looked at this other thread but for some reason couldn't reply to it though it did not appear to be archived.
The way I see it the new downloads are only part of the problem. Once a software is installed there is absolutely NO way to tell at any given moment how many users are using it, how many licenses your company has actually purchased. If even though we are trying to stay above board Bentleys monitoring and reporting is not 'real-time' so I would basically have to go around the room and count how many people are on Ramsteel for instance, call all of our remote users to see if they are using it, then consult my invoice to see how many licenses I pay for and then tell a user 'yes' or 'no' that they can start their own session.
Hi Linus,
Please remember that usage is within the calendar hour. You'd have to ask each person if they've opened that product since the top of the hour--not just what is open right now.

Presumably though you should be able to open and close a program as many times as you like during a day/hour if it is on the same machine.

And if you just happen to presume wrong, they will send you a convenient bill at the end of the quarter.
