A No Entitlement message is returned when CONNECT Licensing is unable to determine the user's entitlement to run the product. The most likely cause of this issue is that the user is not signed in to the CONNECTION Client.
With CONNECT Licensing, there must be a CONNECTed user signed in to CONNECTION Client when the product is started the first time. To learn more about becoming a CONNECTed user, please visit Bentley User Registration - Administrator's Resource Center
