Background
ProjectWise Explorer always requires a license to run.
ProjectWise Explorer can be licensed via the following (individually purchased) licenses -
With older versions of ProjectWise Explorer (version 10.00.03.336 or prior), when connecting to a ProjectWise Server (version 3.3 or prior) configured to supply licensing to the clients, the user wouldn’t have to activate ProjectWise Explorer locally. Users that are required to activate locally (based on setting in ProjectWise Server version 3.3 or prior, or mandated by ProjectWise Server SES version 3.4 or above) , but don’t have a license for ProjectWise Explorer will get a 58510 error.
Starting with ProjectWise Explorer Client SES (Version:10.00.03.434 or above), connecting to a ProjectWise Server (any version), ProjectWise Explorer no longer has the ability to utilize ProjectWise server's licensing (even if the ProjectWise Server version 3.3 or prior datasource is configured to allow this).
The ProjectWise Client Licensing User Setting on ProjectWise Server
The owner of a ProjectWise Server (for version 3.3 or prior) can configure the server to supply licensing to the clients (the account pays for the sub-contractor’s Passport entitlement), or require external users to "Bring your own" license.
The user setting is called "Client Licensing" in the properties \ settings for each ProjectWise account (every user account is individually configurable) that determines how that user is required to obtain a license.
This setting has two options:
This setting lets the administrator specify how license usage is activated and recorded for each user, once logged in to a datasource in ProjectWise Explorer or ProjectWise Administrator. The specified user may use local licensing for one datasource and server licensing for another. If not able to activate locally, the user will be prevented access to their datasources after 30 days from the time of ProjectWise Explorer or ProjectWise Administrator installation.
Starting with ProjectWise Server SES (version 3.4 or above), the option to configure the server to supply licensing to the clients has been removed. All users are required to "Bring your own" license.
The 58510 Error
The message you are getting indicates that ProjectWise Explorer is not licensed correctly, or is unable to obtain a license.
If your account doesn’t own any licenses for ProjectWise Explorer Client (Bentley CONNECTIONS Passport / BIM Review Visa / ProjectWise Design Integration Visa) and you are required to "Bring your own" license (your user account on the ProjectWise Server you are connecting to is configured as " Activate and record usage through client's configured SELECTserver") you will get this message.
For versions prior to ProjectWise Explorer Client SES (Version:10.00.03.434) you can verify the activation status from the License Management Tool. There is not a shortcut to the License Management Tool for these versions of Projectwise Client, but you can run the executable from Windows explorer, the location of the license management tool is -
C:/Program Files (x86)/Bentley/Projectwise/Bin , file is named “licensetool.exe”

If you are getting this message just recently, there may have been a change to the ProjectWise Server that you are connecting to, now requiring you to have your own license for ProjectWise Explorer (instead of supplying you with a license that is paid for by the owner of the ProjectWise Server). You may wish to check with the owner to see if anything has changed.

Obtaining a ProjectWise Explorer License
If the account hosting the ProjectWise server is willing to provide you the license for ProjectWise Explorer, they would need to either downgrade their version of ProjectWise Server (unlikely), or supply you with a checked out license (in the form of a ".belic" file), which you would then have to import into your Bentley License Tool.
If you determine you need your own license for ProjectWise Explorer Client, you would have to work with Sale/ your salesperson to see what your options are for getting a ProjectWise Explorer the license added to your account.
