No. All ProjectWise Storage Areas must be centrally located in the managed cloud-computing environment to ensure that appropriate Service Level Agreements (SLA) can be met.  If Storage Areas were to be managed on-premises, Bentley could not effectively ensure availability or back-up for those files.
