How do I run a report to find out which of our users have been using MicroStation?

From the Enterprise portal, you can click on "Subscription Analytics" to go to https://reporting.bentley.com/ .  Then click "Usage Details" to get to reporting.bentley.com/.../usagedetailshttps://reporting.bentley.com/report/usagedetails .  Here you are able to filter by product and by date.

Thanks for that. I did see that page but as it said Early Access I didn't think that it was filly functioning. I had been trying to get the information from "Product Usage Report" which seemed more logical.

The Bentley team has forgotten what "Early Access" means.  As soon as they added the "Early Access" "Subscription Analytics", they removed these features from the established "Product Usage Report" page.  That means that a "tested and working" service was REPLACED by an "Early Access" service.  That makes the new service the only place to continue what you previously had, so it is no longer "Early Access", it is "production".  If they had simply added the early access features without deleting the existing tools, then you could do things the old way, or you could test out the new way, before it is claimed to be fully functional--that would be appropriately called "early access".
