This is a normal behavior if a user belongs to an organization. The action to remove permissions (Roles) or delete a site administrator can only be made by submitting a request to Bentley. This is in place to prevent any critical user from being removed from the organization.
If you need further help on this, please create a Service Request on the Bentley Cloud Services Portal (See Support Contact Information ), in category 'Web site Assistance', then with area 'User Management', fill other fields of your request and finish with 'Submit' button. Your confirmation by email will be requested to accept the change of the site administrator user.
