what is a .gen file and how can I create a .gen for cross sections?

Gen file is the cross section ASCII text file format. It is also referred to as the Multi-Line General File. Check "Cross Sections" part of section 5.10.3.1 Engineering Data from 2016 FDOT Cadd Manual to know more about gen files. I have one more question. What if there is there some excavation that needs to be done below the existing ground line? how can I include that in my GEN file?
