Wetland Line showing as Guardrail in file

The wetland file is being reference into a plan/elevation sheet of a bridge plan. The bridge plans are being worked on in the structures FDOT SS4 workspace. I can open the file in the roadway workspace and everything looks fine, but another user is opening it in the structures workspace and experiencing the issue.

He has also attempted to change the linestyle using an override in the Level Manager, but it always ends up reverting back to the guardrail linestyle.

Does anyone have experience resolving this issue?
