Just completed a new install of MicroStation, GeoPak, and SS4 on a brand new Dell machine running Windows 10, ver 1709 os - 16299.214
I have restarted at the end of the installation of each program and configured the .NET Framework Security, but the red FDOT toolbar does not show up when I launch SS4 with or without GeoPak.
If no FDOT menu is appearing (and I believe we've changed the color of the FDOT menu for this release to silver rather than red) try this:
Close FDOTSS4Locate the FDOTSS4 folder on your desktop and run Workspace DoctorExecute Workspace Doctor with all options selectedRestart FDOTSS4 and see if that resolved the issueIf not, try this:
Close FDOTSS4Open Windows Files Explorer and go to C:\USERS\[username]\appdata\local\CadManage\CADPilot.UI\CACHE\Delete the contents of the CACHE folderRestart FDOTSS4 and see if that resolved the issue.

That's for the quick response...
I did try your suggestion, but it turns out that the problem was the display scaling in Windows 10. It was scaling at 150% which seem to be putting the toolbar off the screen (...into outta space). We connected a second monitor and it sure enough showed up on the screen. we reduced the scaling to a 100% and it showed up on the first screen. We removed the second monitor to check and the toolbar stayed in place on the first screen.
Is this the red FDOT toolbar that you are referring too? I see a green toolbar that does not include the geotechnical feature. Why is that?
